The borough is proud to unveil its 2026–2029 Strategic Plan, a clear roadmap that builds on the achievements of the previous plan to guide the administration's actions in the coming years.
At its meeting on September 2, Saint-Laurent Council adopted its 2026–2029 Strategic Plan. This new plan sets out the priorities that will guide the administration's actions over the next four years. It is based on key principles such as quality, resilience, attractiveness and inclusion, while ensuring continuity with the orientations of the previous plan.
The result of rigorous internal work, this plan brings together concrete projects that meet the
needs of the Saint-Laurent community. It reflects the borough's commitment to offering quality services, strengthening social cohesion and continuing its transition to a more sustainable, inclusive and resilient territory.Aspirations and future projects
The 2026–2029 Strategic Plan is based on five key aspirations:
- Increase citizen engagement and participation
- Creating complete, sustainable and resilient living environments
- Strengthening our attractiveness, competitiveness and sense of belonging
- Develop and maintain accessible and quality services
- To offer a stimulating and enriching work environment
These orientations are reflected in concrete projects aimed at generating tangible results in areas that are essential to the quality of life of Saint-Laurent residents, in particular by:
Bringing communities closer together to better understand their needs, foster inclusive participation and promote our service offering, by adapting our communications to different groups of citizens, and by offering a diversified cultural program that includes an annual high-level event.
The addition of universal accessibility to our projects and services based on audits of public places and services, in collaboration with community partners and experts in the field.
Improving the processing of citizen requests, to ensure the efficiency, transparency and responsiveness of municipal services, through the use of artificial intelligence and the review of business processes.
Surface water management, with individual and collective measures to better cope with episodes of heavy rainfall, with a view to adapting to climate change. The use of public spaces such as the Marcel-Laurin Park wooded area and the biodiversity corridor to create a network of sponge parks to relieve the storm sewer system.
The planning of a developing territory, in relation to housing construction, economic growth and the influence of major metropolitan structuring projects for the benefit of the community.
The attractiveness of our community by acting on the cleanliness and sanitation of living environments, both public and private, for a healthy and pleasant environment.
Global safety, through the thoughtful development of spaces, the surveillance of the territory to ensure compliance with the rules of living together and by securing active travel with three projects already identified for 2026: the development of safe access to REM stations, the revision of the trucking network and the reduction of the speed limit to 40 km/h on certain arteries.
An approach based on collective intelligence
The development of this new strategic plan was preceded by a consultation process with borough staff, including those who are in direct contact with the population and community partners. Their field expertise was essential in identifying local issues, identifying priorities and guiding future interventions. Thanks to their observations and their detailed knowledge of the territory, the strategic plan is based on a concrete understanding of the realities experienced on a daily basis.
